PUBLIC NOTICE

The Federal Emergency Management Agency and Florida Division of Emergency Management have received the following application for Federal grant funding. Final notice is hereby given of the Federal Emergency Management Agency’s (FEMA) consideration to provide funding in the form of Hazard Mitigation Grant Program. Funds will be provided in accordance with Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Public Law 93-288, as amended.
Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990 FEMA is required to consider alternatives to and to provide public notice of any proposed actions in or affecting floodplains or wetlands
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions.

The area affected by this project consists of the following locations:
Various locations at SeaPort Manatee, located in Palmetto, Florida 34221, including: 1905 Intermodal Circle (Intermodal Building), 210 Del Monte Way (Warehouse 08), 300 Tampa Bay Way (Warehouse 04), and 1715 Piney Point Road (Scale House).
Proposed Work and Purpose:
The project consists of providing protection by purchasing and installing four (4) permanent generators of varying capacities and replacing one (1) portable generator of the adequate size to appropriately support the critical facility. The project shall include all required electrical and ancillary components necessary for the installation of the generators. The port is Southwest Florida’s primary deep-water seaport, serving 8 million residents and a portion of Florida’s 142.9 million visitors. A loss of electricity would disrupt the primary operations of the facility preventing the operation of lift gate arms, verification of access credentials, processing of cargo, and refrigeration of perishable goods in the warehouses. The proposed project shall increase the resilience of this critical facility by providing back-up power and allowing it to maintain operations of the port during future storm events with reduced risk of power outages.
Project Alternatives:
The alternatives to the project that have been and will be considered are 1) the no action alternative and 2) construct a secondary power generation system to supply the Port with an alternate power source if the primary service provider (FPL) experiences a loss of power. These alternatives to the proposed project are not viable because under Alternative 1) during a loss of power from FPL, critical components to the operations of the Port would not be available and would cause downtime and loss of critical cargo needed by the community serviced by the Port; and Alternative 2) would be timely, costly, and provide power to non-critical components required to operate the Port.
Comment Period:
Comments are solicited from the public; local, state or federal agencies; and other interested parties in order to consider and evaluate the impacts of the proposed project. The comments should be made in writing and addressed to the Florida Division of Emergency Management, Bureau of Mitigation, 2489 Shumard Oak Blvd., Tallahassee, FL 32399-2100. These are due within 15 days of this notice. The State will forward comments to applicable regulatory agencies as needed.
